Provide spin the wheel manually

I have folks creating fake emails and testimonials to take advantage of the spin the wheel, for example writing a testimonial using test@test.com .

How can I manually send the spin the wheel or approve it after seeing the testimonial, rather than it being automatic as part of the form?
